Hello, If the teachers, and/or assessment group have adequate information (test, evaluations written and observed) that indicates your child needs an Individual Education Program (IEP), there is very little you can do to refuse the school's referral. However, if you, the parent has adequate proof why your child does not need the IEP, then present your findings in writing to the school's counselors, etc., so they may respond accordingly.  Without knowing your school's or child's particulars as far as the IEP request is concern, this information is general and generally the IEP once perform will indicate your child's unique needs, what services the the school will employ to address your child's needs, his/her present levels of perfomance, indicate measurable goals, benchmarks or objectives to ascertain that the child's performance improves or is improving...this also speaks well for children who are talented and gifted as well as the children with special needs.

IEP's should not be regarded as something negative or unpleasant for the parent or the child. If you need other information on what IEP's represent, just type in "IEP for my Child?"> in any search engine and click on the various informational links.
